MARINA, Calif. — A proposed final phase of the Sea Haven housing development is headed toward a public Planning Commission hearing on Thursday, November 12, 2026, where commissioners are scheduled to consider applications involving tree removal and unusually tall walls or fences.
According to the City of Marina’s current planning-permits page, the Phase 5b proposal would add 92 single-family homes, a park and open-space areas near the end of Denali Lane, between California Avenue, Marina Heights Drive and Imjin Parkway.
How many trees are involved?
The city’s current project summary identifies a proposal to remove up to 371 trees, including 353 healthy native trees. It identifies 330 coast live oaks, 19 Monterey pines, eight Torrey pines, seven Bishop pines, four Monterey cypresses and three Cootamundra wattles among the trees reviewed.
The developer has submitted a replacement proposal described as a 4-to-1 compensation plan, with 1,412 replacement trees or equivalent mitigation elements. The city’s published materials also discuss replacement planting within Phase 5b and another parkway area, plus an in-lieu fee component.
Those figures represent a proposal under review, not a finding that the proposed removals have already been approved or carried out. Earlier Tree Committee agenda materials used a higher preliminary figure; residents should consult the current project documentation and the hearing agenda for the version under consideration.
Additional request for tall walls
A separate application concerns retaining walls and fences that would exceed ordinary height limits on several lots. The Planning Commission is also scheduled to review that variance request November 12.
How residents can participate
The city’s calendar lists the Planning Commission meeting at 6:30 p.m. in the City Council Chambers, 211 Hillcrest Avenue, Marina. Residents should verify the final agenda, hearing procedures and meeting status before attending.
Project plans, arborist reports and correspondence are posted on the Sea Haven Planning Permits page. The city lists senior planner Phil Angelo at 831-884-1217 for the tree-removal application.
