MARINA, Monterey County — October 23, 2026. The City of Marina offers a set of preapproved accessory dwelling unit plans aimed at giving homeowners more housing choices without paying for a completely new design from the outset. Its official ADU guide lists studio, one-bedroom and two-bedroom plan sets, each available in three architectural styles. The same city website warns that some homeowners may face unexpected water restrictions depending on their subdivision.
Sea Haven and the Dunes: verify before buying a plan
Marina specifically says properties in the Sea Haven or Dunes developments may have special water restrictions. Owners should ask the Planning Division at 831-884-1220 to clarify their project’s options before hiring a designer, paying a deposit or promising a family member that a second dwelling is feasible. A preapproved floor plan does not override local water-allocation requirements or other project-specific constraints.
Can the unit be used as a vacation rental?
Not under the city’s published ADU policy. The current Marina guide says ADUs and junior ADUs cannot be rented for fewer than 30 consecutive days. Owners are instructed to submit a deed restriction or required form related to the applicable ADU or JADU conditions. Anyone modeling a project’s financing around nightly rentals should reconsider that assumption and verify the latest rules with city staff.
What do the plans cover?
Marina identifies a Pre-Approved ADU Application Checklist, site-specific Sewer and Water Clearance Form, building application and other informational handouts. Owners should check the location of bedrooms, bathrooms, kitchen, building height and setbacks in a site plan. The city’s process begins with Planning zoning clearance and continues through a full Building Division plan set, required forms, fees and inspections.
Possible other fees
The city explains that fees may be due to Marina Coast Water District, the local school district and the Transportation Agency for Monterey County, depending on the ADU’s size and other circumstances. It states that the city itself is not currently collecting some ADU impact fees, but that is not a waiver from all charges. A written budget should include utility connection, construction, solar where required by state building standards, engineering, permit and inspection costs.
Housing and code changes in 2026
Marina acknowledges state ADU laws signed in October 2025 that affect local regulations. The city says it will default to controlling state law if its ordinance conflicts with a newer enacted state requirement. Before relying on older municipal-code language, consult the current live ADU webpage and ask staff to identify applicable standards and whether current approved plan sets have been revised for the 2026 code cycle.
